2009 Canada Games announces Board of Management

Charlottetown, Prince Edward Island— Joseph Spriet, President of the Prince Edward Island 2009 Canada Games Host Society, announced today the members of the Board of Management, the group charged with organizing and running the Games when they come to Prince Edward Island in August of 2009.

With today’s announcement, 2009 Games President Spriet said he was “extremely pleased” with the quality of individuals who have stepped up to help organize and deliver Canada’s largest National Sport and Cultural Event.

There are twelve Vice-Presidents and a Chairperson of the Project Management committee who make up the Board of Management, each leading a division.

Tyler Richardson
A graduate of Civil Engineering from the University of New Brunswick, Tyler Richardson is currently employed with Prince Edward Island Department of Transportation and Public Works as the Manager of Building Design and Construction.

Richardson has worked on major construction projects on Prince Edward Island including the $18 million Health of Animals and Plants Laboratory in Charlottetown as the Building Site Inspector and the $6.4 million Naval Reserve Facility in Charlottetown as Project Manager.

His experience of working for the 1991 Canada Winter Games as the Facilities Division Administrative Assistant, and the energy and enthusiasm generated by everyone involved, has led him to be a volunteer at one of the highest levels this time around.

As Vice-President of Facilities, Richardson will lead the division that will identify and oversee the upgrade and new construction of sporting and non-sporting facilities needed to operate the 2009 Games. Richardson was a member of the committee which put together the successful bid to host the Games in 2009.

Ed Lawlor
As founder and President of DeltaWare Systems Inc. of Charlottetown, a member of the coaching staff for three Prince Edward Island Canada Games Men’s Basketball Teams, and formally Chairperson on the Results Committee for the 1991 Canada Winter Games, Ed Lawlor brings a wealth of skills and experience to the job of Vice-President of Information Technology for the 2009 Games.

With a Bachelor’s Degree in Mathematics and a Master’s Degree in Computer Science, Lawlor has worked in the information technology field for more than 35 years. In 1992, he founded DeltaWare Systems, a Prince Edward Island based information technology company, with a staff of over 80 employees throughout Canada and England. In 2002, Lawlor was recognized as one of the Top 50 CEOs by Atlantic Business Magazine and, in 2003, he was inducted into the Junior Achievement Prince Edward Island Business Hall of Fame.

As Vice-President of Information Technology, Lawlor will lead a division which will develop and operate a comprehensive information technology and communications plan crossing all divisions of the 2009 Games and tying together the many, and varied, activities required to run the Games. Lawlor was also on the committee which put together the successful bid to host the Games in 2009.

Wayne Carew
It is with a wide range of professional and volunteer experiences that Wayne Carew comes to the Board of Management as Vice-President of Friends of the Games for the 2009 Canada Games.

Carew holds a Bachelor of Business Administration Degree and a Diploma in Public Administration from the University of Prince Edward Island, as well as, a Diploma in Hospital Administration from the Canadian Hospital Association. Carew has had a long career in Administration and Health including Director of Personnel Administration for the Prince Edward Island Civil Service Commission, Director of Personnel for the Queen Elizabeth Hospital, Executive Director of the Prince County Hospital, and Executive Director of Confederation Centre of the Arts. A former Leader of the Liberal Party of Prince Edward Island, Carew currently works in the Private Sector in Property Development and Private Consulting.

His involvement and commitment to his community has earned Carew the Paul Harris Fellow from Rotary International, one of the highest awards from this International Service Club.

In his role as Vice-President, Friends of the Games, Carew leads the division which will raise $7 million through the identification and solicitation of private and public funding sources.

Jim MacPhee
Jim MacPhee holds the Professional Designation “Fellow Chartered Accountant” and is a partner in the accounting firm of MacPhee & MacAulay Chartered Accountants/Grant Thornton Chartered Accountants LLP. A graduate of Souris Regional High School and the University of Prince Edward Island, MacPhee obtained his Chartered Accountant designation in 1973.

MacPhee has a wealth of volunteer experience in relation to his profession, in service to his community, and in the world of sport. He is currently a board member of the Holland College Foundation, Board of Management of Canada Revenue Agency, a member of the Montague Rotary Club, and a volunteer in minor hockey, soccer, ringette, and curling.

As Vice President of Finance and Administration, it is MacPhee’s job to the division which will develop and oversee a financial and administrative plan to operate the 2009 Games. Financial management will be a key component throughout the organization and MacPhee will challenge all levels of the 2009 Games management structure with making sound financial management decisions.

Harvey MacEwen
A graduate of Charlottetown Rural High School, St. Dunstan’s University, and the University of Prince Edward Island, Harvey MacEwen is currently the director of Business Operations of the Western School Board.

MacEwen was also Director of Business Operations for the former Unit One School Board and spent 6 years with the Bank of Nova Scotia in Prince Edward Island and New Brunswick.

MacEwen is well known throughout Prince County for his volunteer efforts in sport and service to the community. MacEwen has been President, Treasurer, Games Chair, and a coach at the Alberton Curling Club, held numerous positions within the Alberton Minor Hockey Association, a former Director, President, and Team Governor of the Summerside Western Capitals Junior A Hockey Team, coordinated transportation during the Scout Jamboree of 2001, and was a volunteer during the 1991 Canada Winter Games.

As Vice President of Services, MacEwen will be responsible to lead the division which will plan and operate such Games requirements as air and ground transportation, warehousing and fabrication, signage, security, spectator services, parking, and emergency measures to name a few.

Clark Baglole
A graduate of Mount Allison University with a Certificate of Engineering and from the Technical University of Nova Scotia with a Degree in Civil Engineering, Clark Baglole is President of Delcom Engineering Ltd. in Summerside. In 2000, Baglole received the Community Service Award for combining a professional career with outstanding service to the Community by the Association of Professional Engineers of Prince Edward Island and in 2004 the Excellence in Engineering Award for outstanding engineering achievement by the same Association.

Clark Baglole has a long list of volunteer involvement including Past President of the Greater Summerside Chamber of Commerce, Past President of the Summerside Regional Development Corporation, and Past President of the Association of Professional Engineers of Prince Edward Island, to name a few.

Leading the Athletes Village division, Baglole is charged with the responsibly of developing a plan to house, feed, entertain, and secure 4,400 athletes, coaches, and managers, as well as, develop a plan for a Mission Centre and a plan for accreditation and registration.

Gabriel Arsenault
A graduate of Evangeline High School, Gabriel Arsenault holds a Bachelor’s Degree in Physical Education and Master’s Degree in Education from the University of Moncton in New Brunswick. Arsenault has been a Physical Education teacher and Principal at Evangeline School and retired in 2005 after 17 years as Superintendent of the French Language School Board.

Professionally, Arsenault has been chair of the PEI School Administrators, chair of the Atlantic Association of School Administrators, and a member of the Board of Directors of the Canadian Association of School Administrators. He has also been a member and the Founding President of the Francophone Community College in Wellington. Arsenault has also been a player, coach and administrator in hockey and softball while being a V-P of sports programming for the 1990 Acadian Games and a member of the PEI mission at the 1984 Canada Winter Games.

Gabriel Arsenault will lead the Language Services Division which will define language services requirements for the 2009 Games, define the bilingual volunteer needs for each division of the Games, and develop a language services plan.

Dr. David MacKenzie
A graduate of Colonel Gray High School, Dr. David MacKenzie earned a Bachelor’s Degree in Science from Acadia University in Wolfville, Nova Scotia and a Degree in Medicine from Dalhousie University in Halifax.

Dr. MacKenzie started practicing Family Medicine in Charlottetown in 1986 in the Polyclinic where he is a partner. He completed a Diploma in Sports Medicine in 1998 and following that, founded Sportmed, a clinic in Charlottetown dedicated to the practice of Sports Medicine.

Over the past number of years Dr. MacKenzie has had a strong association with a number of sports teams. He has served as a Team Doctor for the PEI Senators of the American Hockey League, the Charlottetown Abbies of the Maritime Junior Hockey League, the PEI Rocket of the Quebec Major Junior Hockey League, and Canada’s Olympic Women’s Hockey team during their training camp in Charlottetown in 2005. Dr. MacKenzie also served as Venue Coordinator during the 1991 Canada Winter Games in Charlottetown.

Dr. MacKenzie will lead the Medical Services Division which will setup, staff and operate a main medical centre at each Athletes’ Village, venue medical rooms at each sporting venue and provide on-site facilities, marshals and administrative support to the Canadian Centre for Ethics in Sport who provide drug testing and drug-free education during the 2009 Games.

Myrtle Jenkins-Smith
Myrtle Jenkins Smith has worked in the conference and events industry for more than a decade on Prince Edward Island. She has provided full service, end to end special event planning, marketing, and management service. Her career also includes considerable experience in sales and sales management. During her tenure in the industry, Jenkins Smith has earned a reputation for results oriented delivery that produces superior measurable results for clients. Some of the recent events she has successfully helped execute include the PEI Marathon, PEI Jazz and Blues Festival, Terry Fox Confederation Bridge Event, and National Coaches Symposium.

Myrtle Jenkins Smith will lead the Volunteer Services Division which will ensure 6,000 plus volunteers are recruited, registered, oriented, assigned, and recognized.

Debbie MacMurdo
Debbie McMurdo has risen to become one of the most respected figure skating judges and administrators in this Canada and just recently was elected to the position of Vice President of Skate Canada at their Annual General Meeting held in Windsor, Ontario. She has been a Director of the National Body for nearly fifteen years and has chaired the Skating Programs Committee. McMurdo recently acted as team manager for the Nations Cup in Germany and the Junior World Championships in Norway. She has received the Skate Canada Volunteer Award of Excellence, on two occasions has been named Official of the Year by Sport PEI, and has been a Director and Past President of Sport PEI. McMurdo is Manager of the Charlottetown Human Resource Centre.

Debbie McMurdo will lead the Sport Division which will develop a plan for results, develop an organizational chart for volunteers and officials for each sport, identify the number of volunteers needed to operate the division, and to identify the number of major and minor technical officials to run each sport competition.

Katherine Kelly
Katherine Kelly is responsible for Federal/Provincial/Territorial relations for the Prince Edward Island Department of Health providing research and analysis into national health issues, establishing partnerships with other jurisdictions, along with providing advice and support to the Deputy and the Minister of Health. Kelly holds a Masters of Education Degree in Leadership and Learning and Degrees in Education and Arts. She has been the Chief Executive Officer of East Prince Health and has worked as a Director over program areas such as Child and Family Services, Mental Health, Addictions and Continuing Care and Seniors.

Katherine Kelly has had a long time interest in sports as a competitive softball player and now enjoys walking, cycling, cross country skiing and curling. Kelly also has an extensive background as a volunteer having served 8 years as chair of the East Prince Health Regional Board, as a member of the Board of Directors of the Summerside YMCA, Vice Chair of the Prince County Hospital Foundation, and in 1992 was awarded the Harry Holman Award for service to the community served by the Prince County Hospital.

Kelly will lead the Ceremonies and Protocol division responsible for Opening Ceremonies in Summerside, the Closing Ceremonies in Charlottetown, all sport medal presentations across Prince Edward Island, the Cultural and Artistic program, protocol, and hospitality for all VIPs.

Barb Dunphy-Gotell
For the Past 11 years, Barb Dunphy-Gotell has been Executive Director of the Queen Elizabeth Hospital Foundation, a charitable organization with a goal to raise money for medical equipment for the Queen Elizabeth Hospital in Charlottetown. Dunphy-Gotell has successfully directed the Hospital’s first Capital Campaign for $7 Million under the chairmanship of the Honorable Marion Reid and has developed new fund raising initiatives for the Queen Elizabeth Hospital over the past ten years. Prior to being recruited to the QEH Foundation, Dunphy-Gotell worked with PEI Tourism in Development and Marketing as well as various other provincial government departments.

Dunphy-Gotell has Canada Games experience having worked on the Host Committee for the 1991 Canada Winter Games where she played a coordinating role in the non-sport related programs such as Volunteer Services, Public Relations, Fund raising, and Open and Closing Ceremonies.

Dunphy-Gotell leads the Media, Community Relations and Communications division responsible for the broadcast centre for the host broadcaster, the main media centre for all media, and all venue media centres. Other responsibilities include developing plans to promote Canada Games awareness to all Islanders, promoting the benefits of an active lifestyle, an environmental policy surrounding the Games, promoting fair and ethical sport as a core value of the Canada Games, and a visitor’s program surrounding accommodations, travel and Games information.

Bob Gray
Holding a Bachelor of Arts Degree and Education Degree from the University of Prince Edward Island and completed course work toward a Master of Science in Journalism and Mass Communications from Iowa State University, Bob Gray currently is employed as Atlantic Coordinator, Breakfast for Learning/Canadian Living Foundation which assists provincial councils in fund-raising, recruitment, granting procedures, support training and delivery of school breakfast programs in Atlantic Canada. Gray has also been district principal, school principal, and school vice principal in the Eastern School District as well as a Sessional Lecturer, Faculty of Education, and Director of the Department of Advancement Services at the University of Prince Edward Island.

Gray has been a longtime sport participant, coach and administrator and also has Canada Games experience as a member of the Sport Management Board during the 1991 Canada Winter Games in Charlottetown. Gray is active in many volunteer committees including the National Canadian Joint Consortium for School Health, Atlantic Networks for Prevention Research, National Advisory Council on Child Nutrition, and PEI Healthy Eating Alliance to name a few.

Bob Gray will lead the Project Management Committee which is responsible for assisting in the development of plans and critical paths for each division of the Host Society, as well as the monitoring of activities and budget for the divisions. This process, using a project management model, will be used in reporting and keeping each division on task for timely and within budget planning and execution of all aspects of the Games.
